What it does

Uploads a TikTok video creative from a public URL → returns video_id (used in create_tiktok_ad). The URL must point at the VIDEO FILE itself (.mp4/.mov); a tiktok.com post link is a web page, not a file; an existing post becomes an ad through create_tiktok_ad with tiktok_item_id (list_tiktok_posts). confirm=false = preview, confirm=true uploads.
