Manage ChatGPT Ads Spend Limit

Creates, changes or removes a ChatGPT Ads account spending limit (date-range window or recurring daily limit).

`action`: create_window | update_window | delete_window | set_daily | remove_daily. Dates are YYYY-MM-DD in the account time zone; `end_date` is EXCLUSIVE (a window for October 1–7 ends on 2026-10-08). `amount` is in the account currency (a window's total, or the allowance per day for set_daily); OpenAI rejects lowering it below spend already recorded. Windows cannot overlap each other or the daily limit; an active window's start date cannot move; completed windows cannot change. set_daily creates or edits the daily limit — a new one starts tomorrow at the earliest (`start_date` defaults to the earliest allowed day), `no_end_date=true` makes it open-ended. The daily-limit revision OpenAI requires is read for you just before the change. Removing or raising an exhausted limit lets delivery resume, so the dry run states the account-wide effect. Needs an ad-account admin key with billing permission; otherwise the tool says so. confirm=false returns a dry run.
