What it does

Creates a new WORKSPACE in a container — an isolated draft area to stage tag/trigger/variable changes before publishing (GTM lets you run several in parallel). container = 'GTM-XXXX' / container name / full path (empty if only one). SAFETY: confirm=false → preview; confirm=true → creates it.
