What it does

Creates a new web CONTAINER in a GTM account — a fresh, isolated space (its own tags/triggers/variables + 'GTM-XXXX' id). account = a list_gtm_accounts value or name/id (empty if only one). SAFETY: confirm=false → preview; confirm=true → creates it.
