Changes a campaign's bidding strategy. strategy: MAXIMIZE_CONVERSIONS (optional target_cpa) | TARGET_CPA (target_cpa required) | TARGET_ROAS (target_roas required; 3.5 = 350%) | MAXIMIZE_CONVERSION_VALUE (optional target_roas) | MAXIMIZE_CLICKS (optional max_cpc cap) | TARGET_IMPRESSION_SHARE (impression_share_percent + max_cpc required; location: ANYWHERE_ON_PAGE | TOP_OF_PAGE | ABSOLUTE_TOP_OF_PAGE) | MANUAL_CPC. max_cpc (CPC ceiling) is ONLY valid for MAXIMIZE_CLICKS and TARGET_IMPRESSION_SHARE: Google Ads does not accept a CPC ceiling on campaign-level MAXIMIZE_CONVERSIONS / TARGET_CPA / TARGET_ROAS / MAXIMIZE_CONVERSION_VALUE / MANUAL_CPC (there it exists only on a PORTFOLIO/shared strategy, which manage_portfolio_bidding_strategy handles); passing it with those strategies returns an error instead of being silently ignored. confirm=false → dry-run.
